The greeting is insincere. The only thing the banks care about is an immigrant's money, selling them mortgages, and robbing them of their incomes through service fees.
The banks push for higher immigration targets for that reason alone. It doesn't matter to the banks if the move to Canada ruined an immigrant's career.
